A Salt Lake Tribune investigation found vast inconsistencies, curious practices and uncertain accountability in the way the nation’s major schools at administer their programs. Oklahoma, Idaho, Texas, Iowa, Tennessee and East Carolina reported having caught an athlete using steroids in the past three years.
